    The Rantoul-Chanute Regionalization of Wastewater Treatment: Small Town Interest Group Success

    In the pages to follow I intend to show how the Village of Rantoul made a killing in the federal funds market. What did the village do? It entered into a joint venture with Chanute Air Force Base to build and operate a regional wastewater treatment plant.This regioinalization saved village residents millions of dollars while the Air Force, assured of money for their own on-base plant from the Department of Defense, had nothing to lose and public support to gain.In the end, both the village and Chanute Air Force Base have their regional wastewater treatment facility. The self-interest of both institutions is obvious. What is less obvious is the role of interest group politics in producing such a result and that is the topic of this paper

    DEECD Early Childhood Intervention Reform Project

    This literature review was commissioned by the Office for Children and Early Childhood Development, Department of Education and Early Childhood Development (DEECD), as part of its Early Childhood Intervention Services (ECIS) Reform Project (Stage 2): Developing Options and Next Steps. This Project aims to significantly enhance the efficiency, effectiveness and sustainability of Victoria’s ECIS system and improve outcomes for children with a disability or developmental delay and their families. Early childhood intervention services (ECIS) support children with a disability or developmental delay from birth to school entry and their families. ECIS provides special education, therapy, counselling, service planning and coordination, assistance and support to access services such as kindergarten and child care. The services funded through DEECD are provided by government Specialist Children\u27s Services teams and non-government Early Childhood Intervention agencies. In addition to the services provided by ECIS teams and agencies, the state and federal governments fund a range of complementary programs to support young children with developmental disabilities and their families. These include initiatives to support families (My Time parent groups, Family Support Packages), services to support inclusion (Preschool Field Officers, Inclusion Support Facilitators), and funding to support particular disability groups (Helping Children with Autism packages). These additional services and supports, together with the ECIS teams and agencies, make up the totality of early childhood intervention provision for young children with disabilities. The focus of the literature review is research on contemporary Australian and international evidence-based service delivery models for children with a disability, developmental delay or additional needs aged 0-8 years

    EEG Source Imaging Indices of Cognitive Control Show Associations with Dopamine System Genes.

    Cognitive or executive control is a critical mental ability, an important marker of mental illness, and among the most heritable of neurocognitive traits. Two candidate genes, catechol-O-methyltransferase (COMT) and DRD4, which both have a roles in the regulation of cortical dopamine, have been consistently associated with cognitive control. Here, we predicted that individuals with the COMT Met/Met allele would show improved response execution and inhibition as indexed by event-related potentials in a Go/NoGo task, while individuals with the DRD4 7-repeat allele would show impaired brain activity. We used independent component analysis (ICA) to separate brain source processes contributing to high-density EEG scalp signals recorded during the task. As expected, individuals with the DRD4 7-repeat polymorphism had reduced parietal P3 source and scalp responses to response (Go) compared to those without the 7-repeat. Contrary to our expectation, the COMT homozygous Met allele was associated with a smaller frontal P3 source and scalp response to response-inhibition (NoGo) stimuli, suggesting that while more dopamine in frontal cortical areas has advantages in some tasks, it may also compromise response inhibition function. An interaction effect emerged for P3 source responses to Go stimuli. These were reduced in those with both the 7-repeat DRD4 allele and either the COMT Val/Val or the Met/Met homozygous polymorphisms but not in those with the heterozygous Val/Met polymorphism. This epistatic interaction between DRD4 and COMT replicates findings that too little or too much dopamine impairs cognitive control. The anatomic and functional separated maximally independent cortical EEG sources proved more informative than scalp channel measures for genetic studies of brain function and thus better elucidate the complex mechanisms in psychiatric illness

    Simple manipulation of a microwave dressed-state ion qubit

    Many schemes for implementing quantum information processing require that the atomic states used have a non-zero magnetic moment, however such magnetically sensitive states of an atom are vulnerable to decoherence due to fluctuating magnetic fields. Dressing an atom with an external field is a powerful method of reducing such decoherence [N. Timoney et al., Nature 476, 185], even if the states being dressed are strongly coupled to the environment. We introduce an experimentally simpler method of manipulating such a dressed-state qubit, which allows the implementation of general rotations of the qubit, and demonstrate this method using a trapped ytterbium ion

    Engaging students in meaningful physical education could inspire them to transfer learning to their home environments. This paper identifies how physical education teachers can create environments which improves student motivation. By engaging with literature on self-determination theory and research on ego/task orientated climates, the authors provide ten top tips for promoting a positive culture in class and developing dispositions to be physically active in the long term. Some of these include: valuing the activity chosen, inclusion in physical education, infusing negotiation into teachers’ pedagogy and including multiple socio-cultural perspectives

    AN INVESTIGATION INTO THE EFFECTS OF A SIMULATED EFFUSION IN HEALTHY SUBJECTS ON KNEE KINEMATICS AND LOWER LIMB MUSCLE ACTIVITY DURING A SINGLE LEG DROP LANDING

    Arthrogenic muscle inhibition (AMI) is defined as an ongoing reflex inhibition of the musculature surrounding a joint following distension or damage to the structures of that joint [Hopkins and Ingersoll, 2000]. AMI following joint injury may affect movement and muscle recruitment which may impair rehabilitation and delay the return to activity. Knee angular displacement and velocity as well as lower limb EMG were measured in the period 250 milliseconds pre initial contact to 250 milliseconds post initial contact during a single leg drop jump in 8 healthy subjects before and after a simulated knee joint effusion of 60 millilitres. Repeated measures ANOVA and post hoc testing revealed no statistically significant differences in pre and post effusion in knee kinematic or lower limb EMG measures undertaken. A simulated knee effusion did not result in significant alterations to knee joint mechanics or lower limb muscle activation patterns during a single leg drop landing. The mechanism by which an effusion affects motor control during functional and dynamic weight bearing tasks warrants further investigation
